The Energy Market Regulatory Authority (EPDK) has accelerated its work on regulations that will allow flexible pricing in electric vehicle charging service tariffs.
According to the draft regulation prepared in this context, flexible pricing in charging service fees will be introduced, allowing companies to make discounts at certain hours and in certain locations.
The regulation aims to create a competitive market structure and provide users with access to more advantageous conditions.
While it is mandatory for licensed companies to have a certain socket capacity and geographical spread, a one-year compliance period is envisaged for existing businesses.
In addition, mobile charging stations can be operated by licensed companies, providing an accessible alternative especially during busy periods and in urgent needs.
Strengthening the legal framework regarding roaming applications also stands out as one of the important topics of the regulation. According to the regulation, roaming contracts between companies will be made within the scope of notification to the Authority.
With another regulation that expands users’ payment opportunities, at least 1 credit card integration becomes mandatory in all DC (fast charging) stations to be established on highways and state roads after July 1, 2026.
In terms of efficiency and resource usage, it becomes possible to terminate the charging process in vehicles whose battery charge exceeds 85 percent, while the aim is to provide a legal basis for power management applications, to use the network capacity efficiently and to inform users correctly.
EPDK, which wants to take service quality to the next level, aims to strengthen user support by requiring the establishment or operation of a call center. While ISO 27001 certification is required for the software systems used in the charging service, the brand usage of the charging network operator and the station operator will be allowed at the stations.
The regulation that EMRA is working on is expected to make a strong contribution to Türkiye’s electric vehicle transformation, bring dynamism to the sector and enable consumers to access a higher quality service.
The draft will enter into force with the Board’s evaluation after receiving the opinions of sector representatives.
